Credentialing and Certification Policy

  • Purpose
    1. The purpose of this Certification Policy is to establish clear, transparent, and consistent requirements for the awarding, verification, and maintenance of credentials issued by Frontier Institute of Technology – Global Skills Academy (“Frontier”, “FIT”, “we”, “our”, or “us”).
    2. This Policy ensures that all credentials accurately reflect learner achievement and are issued in accordance with Frontier’s academic standards and quality assurance requirements.
  1. Scope
    1. This policy applies to:
      1. All learners enrolled in Global Skills Academy offerings
      2. Digital badges, certificates, microcredentials, professional credentials, and certifications issued by GSA
      3. Faculty, facilitators, assessors, mentors, and staff involved in credential issuance
      4. Employers, partners, educational institutions, and other organizations seeking credential verification
  • Institutional Authority
    1. Frontier Institute of Technology – Global Skills Academy (“Frontier GSA”) is responsible for establishing, issuing, maintaining, verifying, and where necessary revoking credentials awarded through its educational programs.
    2. All credentials are issued in accordance with Frontier’s academic standards, quality assurance requirements, and applicable institutional policies.
  • Credential Framework
    1. Global Skills Academy utilizes a structured credential framework designed to recognize learning achievement, competency development, and professional growth.
    2. Credentials may be issued at multiple levels based on demonstrated achievement and successful completion of defined requirements.
      1. Tier 0: Behavioral and Engagement Recognition
        1. Behavioral and engagement badges recognize participation, persistence, contribution, leadership, or other learner behaviors.
          1. Examples may include:
            1. Community Participation
            2. Leadership Contribution
            3. Consistency and Persistence
            4. Program Milestones
            5. Career Readiness Activities
          2. Behavioral badges:
            1. Recognize participation and engagement
            2. Do not validate competency mastery
            3. Do not contribute toward competency-based credential requirements unless explicitly stated
            4. May be associated with learner recognition programs
      2. Tier 1: Series Badges
        1. Series Badges recognize demonstrated achievement within a defined competency cluster or learning pathway.
        2. Tier 1 credentials are awarded when learners successfully meet the requirements established for the associated badge.
        3. Series Badges represent verified competency achievement at the institutional standard.
      3. Tier 2: Micro-Credential Certificates
        1. Micro-Credential Certificates recognize achievement across multiple related competency clusters within a defined subject area, pathway, or professional domain.
        2. These credentials are awarded after completion of all required Tier 1 credentials or equivalent requirements established for the credential.
      4. Tier 3: Professional Credentials
        1. Professional Credentials recognize integrated competency across multiple domains, pathways, or learning experiences.
        2. These credentials typically require:
          1. Completion of designated prerequisite credentials
          2. Demonstration of applied knowledge and skills
          3. Successful completion of summative projects, assessments, or evaluations
      5. Tier 4: Certifications
        1. Certifications represent the highest level of credential awarded by Global Skills Academy.
        2. Certifications validate demonstrated mastery through formal evaluation, examination, capstone assessment, or other approved validation methods.
        3. Certification validity periods, renewal requirements, and continuing professional development requirements, where applicable, will be published within the relevant certification program documentation.
        4. Specific certification requirements will be published within the relevant certification program documentation.
  • Non-Transferability
    1. Credentials are awarded to the individual learner who successfully completes the applicable requirements and may not be transferred, assigned, sold, or otherwise represented as belonging to another individual.
  • Completion Requirements
    1. To qualify for a credential, learners must satisfy all requirements established for the applicable program, course, pathway, certification, or learning experience.
    2. These requirements may include:
      1. Completion of required learning modules
      2. Participation in required activities
      3. Successful completion of assessments
      4. Demonstration of defined competencies
      5. Submission of projects, portfolios, or assignments
      6. Successful completion of examinations
      7. Achievement of required performance thresholds
      8. Requirements vary by credential type and program.
  • Credential Stackability
    1. Global Skills Academy supports stackable credentials that allow learners to build progressively toward larger achievements.
    2. Credential pathways may include:
      1. Tier 1 credentials contributing toward Tier 2 credentials
      2. Tier 2 credentials contributing toward Tier 3 credentials
      3. Tier 3 credentials contributing toward Tier 4 certifications where applicable
    3. Stackability requirements are defined within each credential pathway and may vary by program.
    4. Not all credentials are stackable.
    5. Behavioral and engagement badges do not contribute toward competency-based credentials unless specifically identified within a program.
  • Digital Credentials
    1. Credentials may be issued electronically through approved institutional systems.
    2. Digital credentials may include:
      1. Digital badges
      2. Certificates
      3. Credential records
      4. Learner achievement records
      5. Verification records
    3. Digital credentials carry the same validity as officially issued electronic credentials from Global Skills Academy.
  • Verification Process
    1. Frontier maintains procedures to ensure the authenticity, accuracy, and integrity of all certificates issued.
    2. Verification Prior to Issuance
      1. Before a certificate is issued, Frontier verifies:
        1. Learner identity.
        2. Enrollment status
        3. Completion status.
        4. Assessment results.
        5. Credential requirements.
    3. Certificate Authentication
      1. Credentials may contain one or more security features including:
      2. Unique credential identification numbers.
      3. Digital verification codes.
      4. QR codes.
      5. Secure electronic signatures.
      6. Institutional authentication records.
    4. External Verification Requests
      1. Employers, educational institutions, licensing bodies, government agencies, and other authorized parties may request verification of a credential.
      2. Verification requests may require:
        1. Learner consent where required by law.
        2. Confirmation of identity.
        3. Submission of credential details.
        4. Frontier reserves the right to decline verification requests that do not meet institutional or legal requirements.
  • Credential Portability
    1. Global Skills Academy supports the responsible sharing and portability of learner credentials.
    2. Where available, learners may be able to:
      1. Share credentials electronically
      2. Publish credentials to professional profiles
      3. Download digital credential records
      4. Store credentials within approved digital credential platforms or digital wallets
    3. The availability of credential portability features may vary by credential type and technology platform.
  • Record Retention
    1. Credential records are maintained in Frontier’s records systems in accordance with applicable institutional policies and legal requirements.
    2. Credential records may include:
      1. Credential type
      2. Credential title
      3. Date issued
      4. Verification information
      5. Status of the credential
    3. Frontier maintains official credential records as the authoritative institutional record of credential attainment.
  • Revocation of Certificates
    1. Frontier reserves the right to revoke, cancel, suspend, or invalidate a credential if it determines that the credential was obtained improperly or no longer accurately represents the learner’s achievement.
    2. Grounds for Revocation
      1. A credential may be revoked if:
        1. Academic Misconduct
        2. Evidence is discovered of:
          1. Plagiarism.
          2. Contract cheating.
          3. Unauthorized collaboration.
          4. Examination misconduct.
          5. Submission of fraudulent academic work.
          6. Fraudulent Information
        3. The learner:
          1. Provided false identity information.
          2. Submitted falsified documents.
          3. Misrepresented qualifications, experience, or eligibility.
        4. Administrative Error
          1. A credential was issued due to:
            1. Recording errors.
            2. Calculation errors.
        5. Administrative processing mistakes.
        6. Incorrect application of program requirements.
        7. Violation of Institutional Policies
        8. The learner is found to have committed serious violations of Frontier’s academic integrity policies, learner conduct policies, or certification requirements.
  • Revocation Procedure
    1. Before a credential is revoked, Frontier will:
      1. Conduct an investigation.
      2. Review relevant evidence and records.
      3. Provide the learner with an opportunity to respond where appropriate.
      4. Make a final determination through the appropriate institutional authority.
      5. Where revocation occurs:
        1. The credential will be declared invalid.
        2. Digital credentials may be disabled or removed.
        3. Verification records may be updated to reflect the revocation.
        4. Relevant stakeholders may be notified where legally permissible.
        5. Frontier’s decision regarding revocation shall be final, subject to any applicable appeal procedures.
  • Replacement Certificates
    1. Learners may request replacement certificates if an original certificate is lost, damaged, or destroyed.
    2. Replacement certificates:
      1. May be issued electronically.
      2. May contain updated security features.
      3. May be marked as “Replacement Certificate.”
      4. May be subject to administrative processing fees.
    3. Identity verification may be required before a replacement certificate is issued.
    4. Name change Provision
      1. Frontier does not reissue credentials following a legal name change. Learners who have changed their name should include their previous name when requesting records or verification.
      2. Supporting documentation will be required before a revised credential is issued.
  • Recognition of Credentials
    1. Frontier credentials recognize achievement within Frontier’s academic and professional development frameworks. 
    2. Acceptance, recognition, licensing eligibility, transferability, employment value, or credit equivalency of any credential is determined solely by the receiving employer, institution, licensing authority, or other third party.
  • Governing Law
    1. This Policy shall be governed by and construed in accordance with the laws of the State of Wyoming, United States of America, without regard to conflict of law principles.
    2.  Any dispute arising out of or relating to this Policy, enrollment, participation in Frontier programs, or use of Frontier services shall be subject to the exclusive jurisdiction of the state and federal courts located in Wyoming, United States of America.
    3. Nothing in this Policy limits any rights afforded to learners under applicable consumer protection laws that cannot legally be waived.
