Student Complaints and Grievances

If any student has a complaint, grievance, or dispute with the Frontier Institute’s procedures, policies, or decisions, the student has the right to seek a satisfactory resolution.

First, the student should discuss the matter directly with the instructor or a Frontier Institute staff member. The instructor or staff member will attempt to resolve the matter professionally and in good faith. If the matter cannot be settled at this level, the second step is for the student to file a written complaint to Frontier Institute Student Services, 140 E Broadway #25, Jackson, WY 83001, or at [email protected]. The complaint should include a description of the specific allegations and the desired remedy, accompanied by any necessary documentation. Student Services can, if necessary, submit the complaint to Frontier’s President for final resolution. Student Services or the President will issue a formal reply to the student within ten working days.

WDE

In accordance with 34 CFR § 600.9(a) and the Wyoming Department of Education (WDE) student complaint process, students may pursue complaints as described below. For complaints concerning the quality of education, a student must first exhaust the institution’s complaint and grievance procedures. If a complaint cannot be resolved internally, or falls within one of the categories below, it may be directed to the appropriate Wyoming authority.

Complaints related to consumer protection laws. Consumer protection covers deceptive trade practices in the advertising, sale, or distribution of merchandise under the Wyoming Consumer Protection Act, W.S. 40-12-101 through 40-12-114. Such complaints should be submitted to the Wyoming Attorney General’s Office: https://ag.wyo.gov/law-office-division/consumer-protection-and-antitrust-unit/consumer-complaints.

Complaints related to licensure. Postsecondary licensure covers distance education and other private schools operating in or doing business in Wyoming under W.S. §§ 21-2-401 through 21-2-407. Such complaints should be submitted to the Private School Licensing Program, Wyoming Department of Education, 122 W. 25th St., Ste. E200, Cheyenne, WY 82002; (307) 777-7675; https://edu.wyoming.gov/for-district-leadership/school-programs/private-school-licensing/. Upon receipt, WDE reviews the complaint to determine whether suspension or revocation of a license is appropriate under Chapter 30 of the WDE Rules and Regulations.

Complaints related to quality of education. Quality of education pertains to the institution’s courses and programs, faculty and staff, student services, and continuous-improvement processes. A student must first exhaust the institution’s internal complaint and grievance procedures described above. Complaints may then be submitted to the Private School Licensing Program, Wyoming Department of Education, using the contact information above. Upon receipt, WDE will forward the complaint to the institution for internal review; if the student still wishes to pursue the complaint, WDE will forward it to the institution’s accrediting body.

SARA

Note: Frontier Institute of Technology has applied to participate in the State Authorization Reciprocity Agreements (SARA). The process below will apply once Frontier’s participation is approved.

The SARA complaint process is available to students taking Frontier’s distance education courses while located in a SARA member state other than Wyoming. Coverage depends on where the student is physically located, not on the student’s state of legal residence. Students located in Wyoming, in a U.S. state or territory that does not participate in SARA, or outside the United States should use the internal, Wyoming Department of Education, and/or DEAC processes described elsewhere in this section.

Students must first seek resolution through Frontier’s complaint and grievance process described above. If the complaint is not resolved to the student’s satisfaction, the student may appeal to Wyoming Community College Commission (WCCC) or to the SARA State Portal Entity in the state where the student is located. The appeal must be filed within two years of the incident that gave rise to the complaint. A portal entity in the student’s state that receives an appeal will notify WCCC and give the student WCCC’s contact information. WCCC’s resolution of a SARA complaint appeal is final.

Complaints about grades or student conduct violations are governed entirely by Frontier’s policies and Wyoming law, and cannot be appealed under SARA. Allegations of criminal conduct, or of violations of a state’s general consumer protection or other laws, may be filed directly with the appropriate state agency.
